[WebGL] ConvertToEquirect gives a black image since 2018.3

RenderTexture.ConvertToEquirect does not work on WebGL since Unity 2018.3. This test scene work with Unity 2018.2. The bug is that we get a completly black image if we call ConvertToEquirect on a Cubemap.

    1. Open the scene with Unity 2018.3.
    2. Start play mode
    3. Notice that the Equilateral texture is compltetly black
    4. Stop play mode and switch to the standalone platform in Build Settings
    5. Start play mode
    6. Notice that the equilateral texture is OK
